It turns out that you do not get a free level 90 upgrade for one of your characters on your account when you buy the Expansion like we previously thought when Blizzard announced Their upcoming World of Warcraft Expansion Warlords of Draenor. Instead you now get the free level 90 upgrade for one of your characters by pre-ordering the expansion.
